OSP guard charged with assaulting prisoner allowed to resign

McALESTER — A former Oklahoma State Penitentiary correctional officer, charged with allegedly repeatedly kicking the arm of an inmate whose arm was extended through a cell opening, was allowed to resign without any disciplinary action.

Former OSP officer Laramy Wayne Freeze, 29, of Wilburton, was charged April 16 in Pittsburg County District Court with felony aggravated assault and battery .

Court records allege that on Sept. 12, 2012, Freeze, an OSP correctional officer at the time, kicked the arm of inmate, Rickey Sheppard, 56, several times.

Sheppard had extended his arm through the food passageway of his cell, which is about knee-high from the floor, court records state.

Sheppard was sentenced 1995 for burglary of an automobile, his sentence ends in 2105. He served time at OSP from 2009 until injured in Sept. 27, 2012 when he was transferred from OSP. He is now housed at Cimmaron Correctional, Cushing.

Meanwhile Freeze was allowed to resign from his position on Oct. 12, 2012 without any disciplinary action, according to Jerry Massie, public information officer for the state Department of Corrections.

Court records allege that when interviewed by prison officials, “Freeze said he had been in fear for his life but he could not explain why he, after leaving the reach of Sheppard, returned more than one time to continue to kick Sheppard,” court records allege.

“Rickey Sheppard was in a locked cell in a maximum security unit at the time of the incident and could only reach Freeze when Freeze was within Sheppard’s arm length of the cell door,” court records allege.

An arrest warrant was issued for Freeze on April 16 with a $5,000 bond, court records state.

If convicted, Freeze faces up to five years in prison and up a $500 fine.

A working number for Freeze could not be found.
