STILLWATER, Okla. —
Salaries for certified teachers are projected to increase approximately $300,000 in 2014 as part of a $39 million operating budget approved Tuesday night by the Stillwater Board of Education.
The district will pay certified teachers $17.9 million in 2013, and the projected figure in 2014 is $18.2 million.
Total salaries, including noncertified staff and extra-duty stipends, will go from $25.4 million in 2013 to $25.9 million in 2014.
Overall, expenditures are expected to go from $38.5 million in 2013 to $39 million in 2014.
Revenues show an increase as well but fall short of expenditures. The district will receive revenues of $37.5 million in 2013 and $37.7 million in 2014.
“There aren’t a lot of big changes in revenue. I wish there were,” the district’s Chief Financial Officer Phillip Storm said. “Our overall revenue is projected to increase by about one-half percent. So revenue overall is pretty flat.”
Expenditures exceeded revenues by more than $1 million in 2013, which reduced the general fund balance from $5.7 million to $4.7 million. The general fund balance projected in the 2014 budget comes in at $3.3 million.
State funding accounts for 34 percent of the general fund, while local property taxes account for 32 percent.
Enrollment at Stillwater Public Schools increased to 5,978 this year and is projected to be 6,020 in 2014.
The projected student ratio to certified staff, including teachers, counselors, librarians and nurses, is 14:2, a ratio that is the same as last year.
Total revenue per student shows a slight decline of $6,271 in 2013 to $6,263 in 2014. Total expenditures per student is $6,447 in 2013 and $6,487 in 2014.
