Commissioners assist Rural Water project; await legal opinion to conclude land buy

WAURIKA — Administering and acquiring grants are among the tasks on the Jefferson County Commissioners’ plate, and the county chiefs dealt with both of those responsibilities during a pair of recent meetings.

On Sept. 3, grant writer Millie Vance met with the commissioners to continue a process in which the county serves as administrators for a community development block grant (CDBG) that is helping fund a large water well and pipeline project of the Jefferson County Rural Water & Sewer District No. 1.

Rural Water had received two claims connected with that project, both coming from Great Plains Pump & Construction. After Vance brought the commissioners up to speed on the CDBG and Rural Water’s project, the commissioners approved pay application No. 4 for $50,340 and change order No. 2 $57,528.

Returning to their chambers on Thursday, Sept. 5, the commissioners addressed the process of the county obtaining a Rural Economic Action Plan (REAP) grant through the Association of South Central Oklahoma Governments (ASCOG).

Previously, the commissioners had created a five-year action plan of future projects, from which they will designate a project or projects to seek funding for through a REAP grant. The action taken Thursday was to approve submitting a form in which the county outlines the type of in-kind labor match it would provide if awarded a grant.

Also as part of the REAP application process, the commissioners were required to include a copy from the minutes of a meeting at which pursuing the application was approved. The commissioners took care of that element of the application by calling a special meeting for Monday, during which they approved minutes from Thursday’s meeting.

In other action at the Sept. 3 meeting, the commissioners approved:

- Awarding a bid from T&G Construction to provide an asphalt or concrete overlay as part of the Waurika Lake Access Road project being planned for District 1. T&G Construction was the only company making a bid.

- A revised estimate of needs from the Jefferson County Health Department and final approval of the department’s fiscal year 2013-14 budget.

- A transfer in the General Fund of $1,625 from account 20-R-8-unemployment to account 23-SE-3-unemployment.

- Closing or making inactive account 20-R-8-unemployment.

- A transfer in the General Fund to make a correction of $101.64 from account CDBG-13 to account 82-SC-2-General Audit Account.

- County officers reports and approval of cash fund estimate of needs for county officers, and requests for appropriations.

- Claims and authorization of blanket purchase orders.

- Minutes from a regular meeting on Aug. 30.

At Thursday’s meeting, the commissioners heard discussion on the possible purchase of a new printer for the commissioners office. While the county chiefs through the purchase was necessary, they tabled taking action until Commissioners Secretary Marcey Howell received specifics from Standley Printers Co.

There was also a discussion with Gary Gerken, representing the Richardson family trust, which dealt with abstracts on property the county is purchasing from the trust.

The commissioners agreed to table action on that matter until they can receive legal advice from the District 6 District Attorney office.

In other action, the commissioners approved:

- Payroll for county employees for the final pay period in August.

- Conducting telephone interviews with potential candidates to consult on ED-1407-qualifications for design contracts and a resolution for that consultant.

- Taking action of KPO systems, which is the program the county uses to generate purchase orders.

- County officers reports.

- Claims and authorization of blanket purchase orders.

- Minutes from the regular meeting on Sept. 3.
