We already have government health care and rationing
With all the noise about President Obama’s health care reform plan (whatever that plan might be), these isn’t much talk about a government-run, single payer, rationed health care system: Medicare.
Yup, Medicare is all those things so many say they don’t want because it will lead this nation down the road to becoming some sort of socialist state where government controls every part of our lives. I think that might be just a tad overstated but I'll admit the president is leading government into more places in our lives than might be healthy.
In any event, I’m fairly sure that no bill which contains a government-run, single payer, rationed health care system will ever see the light of day. Instead some sort of watered down bill that claims to reform the nation’s health care system will pass. If that happens, who will have one? Not those of us who have insurance or those who do not will win anything. The forces who are happy with the status quo — a crippled system that will fall of its own weight sooner rather than later — will keep making money, hand over fist, while sick people just get sicker.

Keep your hands off of my stash (hats off to Pink Floyd)
I don’t want to sound like a know-it-all, but I knew the voters would reject the city’s funding propositions on Tuesday. Now, this doesn’t mean I’m some super smart pundit, it just mean I don’t need a weatherman to see which way the wind blows (hats of to Mr. Dylan).
People in McAlester, and indeed across America, aren’t in the mood to help government spend more money or grab more authority or power. The winds are blowing against that sort of thing and it’s no wonder. Some economic experts say the Great Recession is leveling out, and that may be. Still, until folks see more proof that things are getting better, they most likely won’t be saying yes to any government spending ideas — be it local bond money or big bucks for health care reform.
Things might be getting better, but they must improve plenty more before the “yes” votes outnumber the “no” votes when it comes to spending taxpayer dollars.

C'mon Dan, shout right back at 'em!
OK, I know the road has been rough for representatives when it comes to town hall meetings lately. Republican right-wingers, birthers, folks afraid the president is going to kill the old people and others with an axe to grind have been busy shouting down congressmen and congresswomen left and right all across America. Let me be plain: That is their right as Americans. Speak up, do so with passion (but it would be nice if they would shut up long enough to hear the other side. I know, that’s wishful thinking, but I can dream of civil discourse at least) and make your views heard. Some of these shout downs have even turned violent and they must make the elected representative a bit nervous what with seeing the folks from the hinterlands so worked up.
Out of this wild state of affairs, Oklahoma’s District 2 representative, Dan Boren, D-Muskogee, has come up with a plan that seems to reek of Orwellian doublespeak. A plan that I think is ill advised. Here it is:
"Due to a large amount of interest in town hall meetings, Congressman will be hosting a full series of telephone town halls starting just as Congress reconvenes in September. Telephone town halls are a new service that will allow Congressman Boren to reach even more people throughout the 25 counties of the Second District. They also are a very effective and efficient use of office resources. The first one is scheduled for September 8, 2008 at 6:30 p.m. and there will be three more to follow so check back often for added dates/times." Phone: 202-225-2701
I read that as “no way am I getting in a shouting match.” Let me see, if he holds telephone town meetings he can hear from more people than if he were to take the time to come to a town like, oh I don’t know, McAlester, and face the music. What did Orwell say? “Ignorance is strength.” Thing is, Mr. Boren, most folks in Little Dixie are not ignorant and can see this for what it is: A cop out. A duck and cover. A way to not get yelled at.
Telephone town halls? What is that? I know this newspaper is working on a story about this and maybe the congressman can explain himself. In any event, I think Boren should buck it up, meet his constituents face to face, shout back if he has too, show the courage of his convictions and hold some town hall meetings. Come on congressman, this is America and you’re an elected representative of the people. Meet them face to face. You are a match for any of these shouters and you can use the power of your good ideas to overcome any half-baked, uninformed shouter hands down.

Don't press the panic button
OK, so it’s close to us now. Don’t panic. Chances are you won’t get Swine Flu. Chances are most of us are more likely to get the regular kind of flu this year and, according to some reports, its worse than the Swine Flu. Does that mean you shouldn’t take a few precautions? Of course not. Wash your hands, tell your kids to wash their hands. Sneeze into your sleeve or a tissue. If you’re sick stay home. Simple things like these can keep the bug away. Swine Flu is serious, but overreaction won’t keep it away. Common sense will do much more to keep you and your family safe.

We get letters! Comments on the sentence of David Earls
Our e-mail boxes lit up Friday as viewers of the Fox News program “The O’Reilly Factor” responded to a report by Geraldo Rivera on the David Earls case. Earls was given a 20-year sentence with 19 suspended for the rape of a 5-year-old girl. The sentence was the result of a plea bargain proffered by District 18 District Attorney Jim Bob Miller’s office and accepted by District Judge Thomas Bartheld. Rivera was in town on Thursday and his report was on Fox News Friday night. Here are most of the e-mails received by the News-Capital following that broadcast. I have left them mostly as they were when we received them. I have removed some foul language and made other minor edits, but I left spelling and grammar alone. When it was included, I’ve left names and where the sender was from. Here they are:
Dear McAlester et al: In regards to Judge Bartheld, and the DA JB Miller, and their (expletive delete) of the 2 children raped by David Harold Earls: or the decency of all mankind, I hope you folks have shunned and ostracized those 2 individuals, Judge Bartheld and JB Miller. These 2 individuals are (expletive deleted). John Merzweiler
Dear Mr. Lane: The message that I took away from reading your newspaper regarding the rape of a 5-year old child is that it was a fair trial; the 5 year old was not intimidated by having to appear in court; rape is just a misdemeanor, especially when it involves a child; that coverage by Fox News had no basis in fact; and that the rest of the world just should get out of McAlister (sic) and let us go on with our lives. Interesting! I can guarantee you that the rapist, once he is finished with his one year sentence, will definitely be on the streets again looking for another little girl to rape, but this time he will kill so that there are no witnesses. Hey Matt: I recently read your editorial online about the child rape case in Oklahoma and I wanted to commend you for realizing what is really important, the child. I learned about the case from Bill O’reilly’s show on Fox News and regardless of what the events were like in court that day, that monster David Earls should spend the rest of his life behind bars. This still wouldn’t be enough justice in the end, but it would hopefully send a message that this kind of behavior towards young children, or anyone for that matter, is completely inexcuseable. Editor, First may I say that the opinion story by you, Matt Lane “The Child Still Suffers” on June 5th, was a great piece and made it worth my while to check your newspaper for the local coverage of this situation. So great job to you Matt Lane and thank you. Any other person in the nation who checks this story will at least be relieved of the reporting, and I hope more people write to you and open the eyes of the Judge and the District Attorneys Office. Now you may wonder why I even went this far to research this story….well the truth of the matter is that a story by James Beaty an area editor at the time, on June 26, 2001 covered a single fatality plane crash a mile south of McAlester Regional Airport. Jack E. McCall, the pilot, the deceased, was my step father and a grandfather to six grandchildren, four of which are my children. I didnt appreciate the tone in which the story was written, and to quote Mr. Henderson and Mr. Brenner on facts of that day of the crash in which neither one of them were even as stated at the airport was very poor. My opinion it was a very sanitized and without emotion story that was busy trying to keep local people names out of the negative but still get the names in the paper. The fact no one inquired about his missing is that my mother, his wife, was in New Mexico spending summer vacation time with my children and traveling the southwest. Outrageous! They had a two day hearing to decide weather a five year old knows the truth from a lie to testify in court and confront her with the 200 plus pound perpetrator? What idiots they are. Stupidity abounds! No excuses! The female bailiff is ignorant at best and this is a disgrace to our country. O’Reilly and Geraldo had it exactly right. What a wonderful fluff piece you wrote on the noble Judge who sentenced a child rapist and sodomizer to a year’s jail time after forcing the child to face the man who hurt her. My favorite part was the line quoted from the unnamed defender who said he didn’t deserve the treatment he was getting from Geraldo and O’Reilly. I guess it’s a tough world out there for children and adults alike. I never thought I would hear of a story with this sorrylack of justice in my home state. Your article, however, is about on a par with the journalism of our day.. Do Oklahomans a favor and be silent. For fifteen years I have been trying to find some justice for the crimes and corruption committed against me by this community’s finest, enough so that I sent my statement addressed to the Senate Judiciary Committee about McAlester’s link to the firing of nine federal prosecutors to all fourteen plus thousand groups of people on YouTube (a process that tied up my internet for fourteen hours making the transfer). I bet that Geraldo and the O’reilly factor will love my input about (1) the atrocious crimes, including a murder attempt against me; (2) the Ty Mordecai case; (3) the Ryan Luke case; etc. etc. etc. Got to cut this comment short and go to work on my preparation to send to Geraldo and O’reilly. Dear Mr. Lane: Thank you for the moving editorial in your newspaper regarding the David Earls travesty. You are absolutely correct. The child still suffers and will continue to suffer for the rest of her life. It is now the community’s responsibility to take the district attorney — and the judge who sentenced this monster — out of the business of “justice” in light of their unforgiveable failure to protect not only this child but also David Earls’ future victims. Good article and pretty much my thoughts on how the legal system often fails our weakest citizens. Having been in situations where I have had regularcontact with the court system I can honestly say that both Judge Bartheld and ADA Miller do their very best to follow the law. It’s not these individuals who are at fault, it is the way our system is set up. Now that I have said thatit might be interesting to do a little background research on Mr. Earls. This is not the first time Mr.Earls has been in a similar situation. There are some statistics on the number of times and the number of victimsa predator molest before he is ever caught or charged. A five year old child has been raped by an evil monster and he is sentenced to 1 year? This child has lost her innocence and will suffer the effects of being raped for the rest of her life. The monster that perpetrated this evil deed has to serve 1 year. Where is the justice? What type of justice system would allow this to happen? I am appalled and angry that a defenseless little girl was raped by a monster and then forced to face him and testify in open court. Who was the advocate for this child? Apparently it wasn’t the judge or the prosecutor. This little girl was physically molested and then emotionally molested by the actions of the judge and prosecutor. Dear Ms. Wells, It saddens me that a female reporter would come across as sympathetic to the legal system that was manipulated so that a man by the name of Earls could get off free after viciously raping a 5-year-old girl. I can’t help but wonder how much of this innocent girl’s (deleted) is on your hands by suggesting to your readers that this monster’s sentencing was just. I can only hope that you are never subjected to the same type of sexual violence this little girl had to go through. No stimulus money for you!
I got it wrong. I'm told the $500,000 borrowing limit was added in 1991 -- not in the most recent flawed re-write of the city charter. In any event, short-sightedness means the chance this city will get some of the billions in federal stimulus money is slim. Do I think the new charter is good for the city? No. It is not. It is filled with things that hamper not help city government (take the powerless audit and finance committee -- we had one already, they were called city councilors).
This is from the proposed city budget. Read it, and see what you think:
"Federal Stimulus and Dedicated Excess Sales Tax Revenues Apart from those funded CIP projects, we have an opportunity for additional CIP projects this next fiscal year; however, these CIP projects are contingent on electorate approval, via a special election, that would authorize the City to borrow funds from the Oklahoma Department of Environmental Quality or Oklahoma Water Resources Board to fund water or wastewater improvements. For example, the Oklahoma Department of Environmental Quality is administering the federal stimulus project funds for water improvements within the State of Oklahoma. As such, they have developed a loan/grant program (70 percent/30 percent) for eligible water projects. As you are aware, the City applied for water system improvements amounting to $3,886,880 that included water treatment plant improvements, raw water intake improvements, and system wide replacement of water meters for improved service and better accuracy. The City’s funding request ranked 12th out of approximately 80 plus projects, mainly because the City is under a consent order to make repairs to our water treatment plant or face financial penalties. The challenge ahead for the City is two-fold, first, the City needs to obtain electorate approval to borrow more than $500,000 (See Section 5. 11 (7) (c), City Charter); and second, to obtain electorate approval early enough to obtain these Federal stimulus funds-that is, before ODEQ distributes them to other communities ranked after us. If successful, the City could receive $1,166,064 in grant funds to help defray costs to improve our water system. Likewise, the City has submitted a funding request to the Oklahoma Water Resources Board to fund wastewater improvements, in the amount of $1,775,000, for both the East and West Wastewater Treatment Plants. Without favorable and timely approval by the electorate, the City could loose the opportunity to obtain a grant of $532,500 for wastewater system improvements.
"Besides those two Federal stimulus loan/grant programs, the City could make other infrastructure improvements if the electorate will allow the City to use the dedicated (excess) sales tax generated from the third penny for water, wastewater or street improvements (as previously mentioned under Other Funds). This Council has been studying this issue for some time-that is, in anticipation of a possible special election. Presently, the City has approximately $2.7 million in dedicated (excess) sales tax revenue that could be used for the purposes mentioned. If the local electorate would allow the City to use those funds for those purposes, then the City could make needed improvements to the water storage (tank) system next fiscal year as well as other infrastructure improvements. As mentioned earlier, the fund balance in the McAlester Public Works Authority has been intentionally kept at its current level for two reasons. First, if the electorate approves the City’s increase in borrowing limits to take advantage of the Federal stimulus funds, then the Council might consider using a portion of those funds to pay the loan portion. Second, if the electorate does not approve the use of the dedicated (excess) sales tax, the Council might need a portion of those funds to repair the water storage tank system."
The city seems to be hamstrung while other cities rake in the dough. Who's to blame? Maybe leaders both past and current? It's an open question.

This popped up in my e-mail today. Even with a local man on the board, we get a total of ZERO to help make McAlester’s pitiful airport a real airport. Aeronautics Commission Awards State Grants to Airports
OKLAHOMA CITY - Construction projects at six of Oklahoma’s general aviation airports will proceed as planned now that the Oklahoma Aeronautics Commission has approved $1.6 million in capital improvement grants for those airports. The grants are part of the Commission’s Capital Improvement Program (CIP), which provides funding to Oklahoma airports for various capital needs, such as runway maintenance and construction; installation of navigational aids; land purchases; and installation and repair of airfield lights and signage. Airport sponsors, which are typically the municipalities where the airports are located, are required to contribute local matches toward their airport projects. The amount of the local matches currently range from 5 percent for federal funds to 10 percent for state funds. “Oklahoma’s general aviation airports are the backbone of the state’s economy and a lifeline for communities that do not have easy access to commercial air service. In a very real sense, they are gateways to the world for many people. Therefore, we must continue to provide air travelers in our state with a safe, reliable and secure infrastructure,” Aeronautics Commission Director Victor Bird said. The Commission approved a $200,000 state grant for phase I of Alva Regional Airport’s plan to relocate and extend runway 17/35. After the new runway is completed, the existing runway will serve as the airport’s parallel taxiway. Total project cost for phase I is nearly $4.3 million with $3.9 million coming from federal grant funds. The City of Alva is contributing $115,000 in local matching funds. Claremore Regional Airport was approved for a $173,000 state grant to fill cracks and seal the pavement on runway 17/35 and the main apron. Officials say the pavement is deteriorating and that filling the cracks and laying down a sealer will extend the pavement’s life by preventing water from seeping into the base. The total cost of the project is about $497,000 with $290,000 coming from a federal grant and $34,000 from local matching funds. The Commission approved a $400,000 state grant to the City of Durant for phase I of its project to realign the parallel taxiway system at Eaker Field. The taxiway system was constructed in 1943 and the pavement is in poor condition. Once completed, the airport will boast a full parallel taxiway system to runway 17/35. Total project cost for phase I is $4.1 million with $3.6 million coming from federal grant funds and $130,000 in matching funds from the City of Durant. Oklahoma City’s Wiley Post Airport will receive a state grant in the amount of $166,000 for a project consisting of installing lighted hold signs for runway 17/35. The airport is in the process of installing a new Instrument Landing System on the runway, and the FAA is requiring lighted runway hold signs be installed before the new ILS becomes operational. The total cost of the project is nearly $185,000 with the City of Oklahoma City contributing $18,500 in matching funds. Commissioners awarded a $648,000 state grant to Ponca City Regional Airport for phase II of a project to realign the parallel taxiway system and reconfigure the aircraft parking areas. The current separation distance between most of the airport’s taxiway and runway is 275 feet. Following construction, the separation distance will be 400 feet throughout the entire length of the taxiway and runway system. Total cost of phase II is about $$4.4 million with almost $3.6 million coming from federal grant funds. The City of Ponca City will also contribute about $157,000 in local matching funds. A design-only state grant in the amount of $60,000 was approved for the City of Shawnee in its efforts to realign the south portion and rehabilitate the north portion of Shawnee Regional Airport’s parallel taxiway system, as well as rehabilitate runway 17/35. Phase I of the realignment and rehabilitation project is scheduled to begin in 2010. The FAA is also providing a $389,000 grant for the design work, while the City of Shawnee is contributing nearly $16,000 to the $465,000 project.

UPDATED! Come fly with me — Just not from McAlester
5/27 11:45 a.m. UPDATE: Still more information comes pouring in ... My understanding of this is the length addition is not usable runway, but emergency overrun length..100 feet on north end and 200 feet on south end..the take off length will be 5,602 feet and the landing length will be 4,800 feet...that is what i have been told.
5/27 10 a.m. UPDATE: OK, this is getting confusing. Another reader (a very smart one and one who's in the know) sent this: "Weird situation. The runway is actually being extended. They are putting in a new GPS guidance approach which will lower the approach ceiling from 600 to 200 feet. Because of the height of the hill south of the airport and the new lower approach ceiling there will be a "no landing zone" on the south end of the runway. This effectively "shortens" the runway landing area. The takeoff runway will actually be longer. New GPS approach system will be a great improvement but I guess the question is "When is longer shorter?" Is this going to have an adverse effect on the airport?"
UPDATE - Here’s a little more information on the airport: The shorter runway is in a master plan for the airport mainly because of safety concerns with the highways. The airport was set to be a C-2 class, which would allow larger aircraft to land. The city council approved this plan to keep airport at a 2 class in August 2006. The Aiport Master Plan was completed by LBR Inc. Airport Consultants of Stillwater.
I asked for someone to fill us in on McAlester’s airport and why it isn’t basking in the federal money being thrown into aviation projects across Oklahoma. Well, my e-mail lit up with this plethora of facts sent in by a person in the know. Read this and see how many questions pop into your head: • The McAlester Regional Airport is actually going to be downgraded. The airport will be shortened to 4,800 which means some business jets will not be able to land here, let alone many types of commercial aircraft. • The Stillwater airport boasts a 7,401 feet, commercial rated runway and has an average of 23 landings and takeoffs per day. The airport also has a control tower. Big planes — like 757s, 737s and the like — can and do land there. The planned improvements will see the runway grow to 8,500 feet. • Bartlesville has a commercial rated airport with a 6,200 feet runway. • Ponca City’s runway is 7,201 feet, is commercial rated and they have a control tower. • Work now under way at the Ardmore Regional Airport will see that runway grow to 9,500 from its current 7,220 feet. The airport already has a control tower and sees an average of 124 “operations” per day. • Enid has a 6,249 foot runway, a control tower and is commercial rated. According to this person in the know, there is plenty of federal money available for airport expansion and, if we’re talking economic development, well a community with an adequate, commercial-rated runway is already a big step ahead of those with rinky-dink airports like the one here in McAlester. In fact, according to this person in the know, over the past two years, almost every industrial prospect has asked about commercial airports. Why has the McAlester Regional Airport Authority not actively sought to improve the airport? If they have, maybe they’ll share some of those big plans with us. And so, the big question for the city fathers is this: Why is our airport shrinking and why haven’t you been burning the midnight oil applying for federal aviation project money? Maybe City Manager Mark Roath will find some time to send me an e-mail answering this very important question. I doubt he will, but if he does, I’ll share it with all of you. Have airport info? Stimulus to fund $5.9M runway fix in Stillwater STILLWATER, Okla. (AP) — The Stillwater Regional Airport plans to use $5.9 million in economic stimulus funding to fix a deteriorating runway. The grant from the Federal Aviation Administration will be used to rehabilitate nearly a milelong stretch of one of the state's longest runways. The main runway at the airport is the fifth-longest civilian runway in the state and can accommodate aircraft as large as a Boeing 757. The grant is the largest one ever received by Stillwater's airport authority. Oklahoma airports received a total of $16.4 million in stimulus funding.
Here’s my question: If Stillwater can get $5.9 million why couldn’t McAlester get some cash? Maybe I've missed something, so perhaps someone in city government who knows about this sort of thing can send me an e-mail (that I can share with you) and explain the steps they took to make sure McAlester’s woefully inadequate airport got some of the federal stimulus money.
