Pittsburg County Commissioners set a special election for Carlton Landing to become a municipality during Monday’s regularly scheduled meeting.
“The election will be Oct. 8,” said Judy Cunningham, commissioners assistant.
Carlton Landing is a community just south of State Highway No. 9A, said District 1 Commissioner Gene Rogers. “They have a development up there, a real high dollar deal,” Rogers said. “And they are looking to become their own municipality. They have their own school with 50 something students ... and they’re gonna have stores. They are interested in making a little town out of it ... this hasn’t been done in Pittsburg County for many years, but they want to form their own municipality.”
Rogers said “this won’t effect” the people outside of this to-be-town and just the people from Carlton Landing can vote in the election. “This includes people who live there or own property there,” Rogers said.
The founder of Carlton Landing, Grant Humphreys, said, “Carlton Landing is a new 1,600 acre master planned walkable community on the shores of Lake Eufaula in Eastern Oklahoma.” Humphreys said he, and his wife Jen, are the founders of the Carlton Landing town project. He said his parents, Kirk and Danna Humphreys, are also involved in the project and split time between Carlton Landing and their home in Oklahoma City.
“We want to create a community that offers a real quality of life where relationships can be strengthened, peopple can reconnect with nature, a simple lifestyle is possible,” Grant Humphreys said. “This will be a real community with a diverse mix of people who want to live life intentionally and without regret. In an age when the current development pattern causes municipalities to go broke building a city that isolates people and fails to respect the environment, we hope that Carlton Landing will set a new standard for sustainable community development which shows how a new town can be financially feasible while ecologically sensitive and socially constructive.
“As a new town,” Humphreys said, “the residents of Carlton Landing can govern themselves. The land surrounding Carlton Landing is owned by the U.S. Army Corps of Engineers and offers some of the finest natural amenities of this area of Lake Eufaula. Through a long-term lease of the Corps land, Carlton Landing desires to create hiking and biking trails, a new nature center, a summer camp and a new marina on the lake. All new amenities will be open to the general public.”
Grant Humphreys said, “Carlton Landing will include a variety of housing types, restaurants, shops and an organic farm. An organic farm is included in the master plan and 11 acres of prime farmland have been improved with compost and green fertilizer cover crop as the town farm awaits its first crop in 2014. A portion of the homeowners will be permanent residents. A new public magnet school, The Carlton Landing Academy, and a destination wedding chapel were also included in the master plan which covers 950 of the total 1,600 acres and projects 2,700 plus homes over the next 20 plus years.”
“The site for Carlton Landing is unique in several ways. The spring-fed portion of the lake surrounding the community flows from Longtown Creek. The topography of the land features a ridge line that runs along the southern edge of the entire site with slopes between the ridgeline and the lake shore often exceeding 15 percent. The majority of the land is densely wooded and contains gently sloping hills with grades of less than ten percent. The site has an elevation change of about 240 feet between the top of the ridge and the shoreline. At this point in time, a geotechnical analysis has been performed on the land.”
Also on Monday’s agenda, commissioners unanimously approved the July 29 meeting minutes, weekly fuel bids and blanket purchase orders.
According to Cunningham, the following agenda items were also unanimously approved:
• Accept a petition to open section line between Section 9 and 16, Township 5 North, Range 15 East and approval to hold a public hearing. “They approved the public hearing to be Sept. 9,” Cunningham said.
• Accept a petition from the Gaines Creek Volunteer Fire Department to become a “County” fire department and approval to hold a public hearing for such.
• Approval of an agreement for a Joint Civil Defense/Emergency Management Administration between the City of McAlester and Pittsburg County for Fiscal Year 2013/2014.
• Approval of a revised financial statement for Fiscal Years 2011, 2012 and 2013.
Commissioners also acknowledged the acceptance of the Joint Memorandum of Common Understanding and Intent of the Board of Directors of Rural Water District No. 4, Pittsburg County and Longtown Rural Water and Sewer District No. 1, Pittsburg County.
Finally, commissioners approved three road crossing permits for Markwest Oklahoma Gas Company in District No. 3.
Pittsburg County Commissioners meet every Monday at 9 a.m. in the Commissioners’ conference room at the Pittsburg County Courthouse. The meetings are open to the public.
